From what I gather, Behringer used to make a MIDI Controller called the BCR2000 that could set the initial encoder values via MIDI RX. That was well over a decade ago. Nord also used encoders + LED rings on their Lead 3 synth to show the various knob positions when changing the patches and people raved about how ingenious (and obvious) it was. Then Nord abandoned it in the Lead 4 and went back to fixed pots. I'm new to the concept of encoders, but it seems to me that they have the potential to be vastly superior to regular pan pots when paired with LED rings (or a small 3-digit LED display below each knob) that can show the current value... but almost no manufacturer is taking advantage of this anymore. I'm really hoping I can get around this type of limitation by building my own MIDI encoder setup that is programmable, but I'm a long way from being able to do that...
